SCMS are approved by the Maritime and Coastguard Agency (MCA) and other authorities to provide Tonnage Certificates of Survey.  These are used for the purposes of registering a vessel.

What is Vessel Registration?

In the UK, vessels under 24 metres in load line length can be registered under either:
• Part I of the UK Ship Register – suitable for both commercial and leisure vessels, including those operating internationally
• Part III, known as the Small Ships Register (SSR) – designed for UK-based leisure vessels only

Part III – Small Ships Register (SSR)

The SSR is a simplified form of registration available to individuals who are ordinarily resident in the UK and who use their vessel solely for pleasure. It is quick and low-cost but has some limitations:

  • Only available for vessels under 24 metres in load line length
  • No proof of ownership is recorded
  • Not valid for commercial use
  • May not be recognised by all foreign authorities, particularly outside nearby European waters
  • Most suitable for short sea routes, such as crossing the Channel to the near continent

Part I Registration

Part I registration is a more comprehensive and internationally recognised form of vessel registration. It is available to both private and commercial vessels and offers several advantages:

  •  Suitable for international voyages and required for most commercial operations
  • Provides evidence of legal title and ownership
  • Allows the vessel to be mortgaged
  • Required for coding under the Small Commercial Vessel Codes
  • Valid for 5 years, with re-registration required upon expiry

Although no further survey is required at renewal, a new Certificate of Survey for Tonnage and Measurement will be needed if there are significant modifications to the vessel, for example, a change of engines or major structural alterations.

To see more about Part 1 Registration and how to start an application with the UK Ship Register, see the government website.

What is Tonnage?

Tonnage is a measure of a vessel’s internal volume, not its weight. It is used to calculate registration fees, determine regulatory requirements, and establish a vessel’s classification under UK and international maritime rules.
